I discovered these horses in June of 2004 as I happened to be driving by the property and was shocked to see their condition! I reported it to our local animal control, but the end result was the horses were moved to an unknown location. Linda Lambert, President of Panhandle Equine Rescue also experienced a similar incident four years ago. She had to buy a horse to save it. Since our local animal control has no facilities to house horses and are so very busy handling dogs and cats, we decided to start a horse rescue group in this area.

We became incorporated on February 1, 2005. Since then, (P)anhandle (E)quine (R)escue has appointed three cruelty investigators and they have been authorized by the court of Escambia County to investigate violations of state laws made for the purpose of protecting animals or preventing any act of cruelty to animals. We have just returned from North Carolina State University where we attended a three day Horse Cruelty Investigation Workshop. We plan on receiving all the education we can on equine cruelty, investigations and rehabilitation. Our goal is to educate owners when we receive a report and find that there is a problem. We would much rather have the owner take responsibility for their horses, than for us to have to take them. When we take a horse, then it becomes our responsibility, which involves time, work and money. We spend most of our time doing follow ups to make sure that the owner is following our recommendations.

Our long term goal is for PER to go on for many years even after we are gone. With the help of volunteers and generous donations from this community, we feel confident that this rescue will be a success.
