In March of 2000 a single citizen of Summers County, West Virginia, appeared before the County Commission to voice her concerns about unwanted animals being dropped off near her home. From this humble beginning, began the Animal Control and Welfare Project, Inc.

Mrs. Lawson, the founder of ACWP, Inc., sought other animal lovers to join her cause and on July 18, 2000, the initial start up meeting was held.

On August 29, 2000, the group agreed to accept the Articiles of Incorporation and its By-Laws. ACWP, Inc. is a non-profit, West Virginia corporation with operating funds based on donations, grants, fund raising events, and membership dues.
