No one in the Animal Control field likes to put animals to sleep. It is a necessary job due to people's irresponsible behavior of not taking better care of their animals.
The answer is simply there are not enough homes for them all. A large number of animals enter Animal Shelters all across the United States on a daily basis. This is mostly due to not enough animals being spayed or neutered. Animals that breed at will produce 6-12 animals per litter. This cycle happens twice a year. This alone leads to a staggering number of animals. It is said a pair of uncontrolled breeding cats will produce 13,968,290 cats in a ten year breeding life. Two dogs will produce 4,372 dogs in 7 yrs. It is not hard to see when considering how many animals are out there that are not spayed or neutered and allowed to breed at will causes the over population problem we are faced with today.
