I have two dogs they are pitbulls and need a lot of attention. If they are left in the house alone for even an hour something is tore up when you get back. I need to know the laws and oridinance for grant county but the humane society tells different families different laws and confinement rules. What do I need to do to get a list of all the stuff i need to properly take care of my animals? If i can not leave them in the house and i can not put them outside on a chain for more than 3 hours a day. What is left for me? My next door neighbor has a pitbull that is my dogs brother that is out on a chain 24/7 and they have never got a ticket or anything. All I want is my dogs to be allowed to be outside dogs like everyone elses dogs in my neghborhood!! What to do? Someone please help us?

If all your neighbors had meth labs in their homes, would you want the same?  Just because your idiot neighbors are abusing their dogs by chaining them outside all day doesn't mean it's right.  I wish everyone I can chain everyone, who's done this or is thinking of doing this, outside just for 2 weeks in the hottest part of the summer and the coldest part of the winter...I'd be happy.
Obviously you chose this breed for a reason.  Did you not do any research on the breed to see how the temperment of the dog will be?  (as a puppy and adult?) 
There are indoor kennels that you can confine those dogs in while in the house when you're not home.
You abuse those kennels and keep the dogs locked up all day long then you'll see a lot more problems when those dogs get older.  Some of those problems may be severe to another person or yourself.
Get online and do some research on that breed and learn all you can from what you read.
