 Wife found a baby tortoise at the end of our driveway upside down. Tried to climb up on the edge and flipped over(I have cameras). So what do I do with it. I understand that it could be an endangered species?
Tried calling Animal control but got nothing but menu after menu.

 I saw a man at the ARC Thrift store that was looking for his baby tortoise - he was there with the mother tortoise "Lucy" the people at the ARC may know where this man can be found.
