A family in my neighbourhood brought a new puppy home and he is chained up in their backyard 24 hours a day. They do not let him inside at all. He is left alone 99% of the time and when the family is in the backyard with him, they do not pay attention to him. Currently, they are away for the weekend. They left him with a bucket (no exaggeration) of food and water that had already run out by Saturday afternoon. If I had not gone to fill up his water dish, he would have been without water for a day and a half. They have a dog house for him (I'm told they got it a week or two after bringing him home) and he has all the proper tags (rabies, ID) but the neglect is unbelievable. I have already sent an email to the humane society asking if they will look into it.....I am waiting to hear back. I might leave an annonymous letter in their mailbox educating them that you cannot leave a puppy alone chained up all weekend. They clearly do not want this poor dog. What would you do in this situation? It's easy to say "go talk to them" but we just moved into this neighbourhood a couple weeks ago and don't want to start tension (although I will do this if it means the puppy's best interest is looked after). Any advice would be helpful. This is keeping me up at night. Thanks for reading. ~Marlene

I found an exact situation to yours but, much worse. The puppy I found had ate half the leather off a softball. It was so thirsty and hungry the bones were showing. I instantly gave the dog some water and she drank for 1 minute straight. She was leashed to a wood post and had chewed through her leash! When I got back with food she ate 3 plates without even looking up. I called the animal shelter and an Officer was sent out to leave a notice. I week later I have found out she was picked up and hospitalized and prepped for adoption. The poor dog survived her own little holocost. Like you, I was up nights thinking about that poor dog. I can only hope someone more loving will adopt her. She deserves that.

I am experiencing the same situation in the neighborhood where my mother lives. Over several years now, since I've been visiting, the neighbor's dog has been chained up outside 24/7 and NO SHELTER!!! The food and water bowls are cut-outs of bottoms of plastic containers. Yesterday, I reported this situation to Animal Control, and they said they would send someone out. I don't think anyone went out yet because the dog is still outside (7am) laying in the mud chained up, and I can't tell if he was out there all night in the pouring rain or not. I couldn't sleep at all last night knowing all this is going on. And my mother has to be subjected to it every day. I'm surprised nobody has said anything to these people. I guess they don't want to start any trouble, and don't know how the owners of the dog will react. I would love to get in contact with the dog's owner, but they are never around...figures!!! Are they that ignorant or is it just blatant abuse & neglect? The dog would be fine if it just had some place to stay in in the yard when it rains, snows, cold, heat. And if you could see the contraption they use to chain the dog up because it seems to jump the fence ( I would too to try to get away from these people...) The contraption is like a clothesline between 2 trees and a chain hanging down hooked to the dog's collar. The poor dog can hang itself in a matter of time, and has no room to go anywhere. I'm just so angry with these people!!! I'm leaving CS today to go home, but I am going to call Animal Control one more time and see if anyone has talked to these idiots.

If they don't care whether or not the little dog has food/has water/ has shelter/dies, and they're seldom home......and perhaps you might know of somene who WILL take care of the pup....let's just say that a pair of bolt cutters does wonders on a chain

To everyone who has mentioned an incident of seeing animal neglect - please keep contacting your local humane society, police department, or local animal rescues in your area. There should be city ordinances stating that these animals must be given food, water, and shelter. The owners can be sited and the animal could be taken into the proper custody if they are cited.

I'm the one that wrote a post on 5/2 about a neglected dog in my mom's neighborhood with no shelter and is chained up 24/7. I'm happy to report, per my mother, that the dog now has a dog house!!!! Unfortunately, he is still chained up, but at least he has some shelter for God's sake.

there is a very nice dog very playful and very mistreated. I seen him tied up with an electric cord about 4 feet long , with no food or water . I let him go and was threatend with my life. after I gave him some food and water I felt better about my actions. What do you think????

My neighbors have 2 pitbull mixes. Not that there is anything wrong with pitbulls. The dogs are both younger, I would say under a year. They leave them both locked up in a breezeway - that has no ventilation and they have no water for them. Today it was 87 degrees and they left them for about 3 hours locked up. The youngest puppy has or had a broken leg, which they didn't get any medical attention for. Currently the dogs are starting to get aggressive behaviors towards my dog. They also let their dogs bark for hours, while they are away. I have called animal control, because the youngest dog was out and it was getting defensive. We have a fenced in yard and a shared driveway with these people, my dog was freaking out in the backyard because he heard this other one barking / growling at me. Also, these neighbors don't have the money to afford one dog, let alone two. Neither of these dogs have been to the vet and they don't have tags / licenses. It is also heartbreaking when they tie the dogs outside to their porch or their tree and leave them there. I have a video of the puppy tied to the tree on a short leash and it ran to the end of it as fast as it could. They are lucky it didn't break it's neck. Any suggestions on what to do are welcome, these aren't the friendliest of neighbors either. We have our yard surveyed and the stakes are still in the ground, but they still seem to claim the land as theirs. I am at my wits end, please HELP or please submit any comments. Anything will be helpful to me at this point. The animal control shelter wasn't much help.

Laws for this kind of neglect will vary from area to area, but the Humane Society should handle neglect cases. You can also consider filing a complaint with the police as well as animal control. If you care about your relationship with your neighbors, you should talk to them. Perhaps they just need to be better educated on how to properly care for their pets. Maybe they are just as frustrated by them as you are!

I'd say go steal the dog while they're all gone, take him to Wayside Waifs and say he's a stray. They don't deserve a dog period!!!

Ok, where was the dog being neglected? and I kinda have the same problem...My mawmaw and i went to the Chilton County Humane Society in Clanton Alabama today to drop off 3 kittens, well i always make sure that my animals will be taken care of so i asked if i could look around before i dropped them off, and the lady said "sure" welll i walked through the door to look at the kittens, and they had a small room it was prolly 10x12 and i looked around and it was horrible i counted 70 somthing cats in that room and they had a 3x3 cage there was so many kittens in that 1 cage you couldnt even see the bottom i also counted the number of kittens in the cage, and there was exactly 42!! they had no food and no water!!! Also outside they have a night drop off where you drop off the animals if the shelter is closed they had 1 cat in a cage and a dog, neither had food or water, the animal's waste was in every single cage, and ther were only 2 people working at the shelter (who were very rude i may add). And also a guy came in to drop off a sickly kitten who was almost dead and all the woma told him was "just sit it on the counter i will get it in a second and that is when i came in and looked at the kittens in the other room, i stayed in that room long enough to count the 70 somthing cats and try to get around to every cage and pet them and by the time i came out the kitten was still on the counter in the card board box I am a 100% animal lover, but i would rather someone shoot a kitten than have them put in that kind of an environment, No animal deserves that. I came back later because i wanted to take pictures so i could show the world how these animals were being treated. My excuse was to ask for an application. The woman handed me someone elses application that had already been filled out but her information had been white-outted. The paper had brown stuff smuggled all over it ( trust me i didn't smell it). We should have enough money not only to take care of the animals at each and every shelter, but also have extra paper and ink!!! And by the way...i didn't leave my animals there!! And i would advice every one of you not to take any of your animals to that shelter

I am a pet sitter in New Jersey and it makes me extremely sad when I see a pet being neglected or abused. When you see situations like the ones listed here, it's your moral obligation as an animal lover to call the police. they will either take care of the situation or tell you who to call. If you see that nothing has been done after a couple of days, call back and keep calling until the problem is fixed. Animals can't speak for themselves so those of us with a conscience must speak for them. Just like us, animals only have one life to live and they deserve to live a good life just like we do. People who harm animals should be punished and should not be allowed to own animal ever again. There should be a megan's type law for pet abusers. They should have to wear a sign saying "I abuse poor helpless animals" so people would know what kind of pieces of feces that they are.

I posted the forum on 5/30/07 about the two pitbulls and I am pleased to say, that the dogs were taken away from those people. I am not sure who called animal control, but they showed up and took the dogs away. I guess they weren't really abusive to the dogs, that I seen. I just thought they were neglecting the animals of their rights to be and have a nice "dog" life. What fun is it to be crated all the time and have no interaction with people. I am sure that those dogs weren't treated that way before. Come to find out the people that had those dogs are a little different, after the dogs were taken away the cops had been showing up quite a bit to their house. Apparently, the boyfriend (or whatever of the lady that lived there with her kids) did something to one of the kids. I am not sure what it was and it is non of my business, but those dogs obviously weren't in a stable environment.

I feel so bad for you and the puppy. If you woul not mind going up to the person/s and sharing your concerns then that might possibly help the situation. Also if you are willing to add a member to your family after just moving in then you could ask the owners if they would be interested in giving you the dog.I know that that might be to much but just think about it . I'll be praying for both of you. Try to get some sleep tonight!
