 Would you consider it abuse if a dog or dogs were locked up in a kennel over 22 hours a day? Does anyone know if this is considered abuse in a legal sense? There are people behind me that have their dogs locked up that long everyday and when they are let out (very early in the morning) they bark incessantly which wakes me up. We tried to talk to the owners (how we found out they were locked up so long) and they basically said, too bad. I want to find out if I can report this as animal cruelty like I think it is. Thanks.
