 I tried looking up the health and saftey code laws for California, but couldn't find information about the number of pets that can legally be owned.

Does anyone know the law, or where to find information about a law, regarding the number of domestic pets a single household can legally own in California?

I know someone with over 20 cats living inside a single small home, with more cats being kept outside. I'm concerned for their health regarding disease and infection from excessive catbox odor, fecal matter distributed around the house by the cats climbing on everything, even just excess of pet dander in the air, etc. etc.

I was wondering if there laws or codes regarding this type of situation.
