My JRT has been itching her ears. They have yellowish/lightbrown crusty stuff in them. I have been using peroxide to clean them out and then putting neosporin in them. It does not seem to be getting better. Any ideas? Or else I am going to have to take her to the vet.

Most likely an ear infection or mites.  Stop putting the peroxide and OTC creams in the ears!   He needs medicine specifically for the infection and needs ear wash made for an animals ears.
Eventually it will work through the ear drum and he'll lose his hearing.
